The Tower Restoration Committee is a volunteer group made up of members and friends of the United Presbyterian Church of Sackets Harbor. The local church is a part of the Presbyterian Church (USA). The church mission statement reads: “Called by God and organized to proclaim the Good News of Jesus Christ, the United Presbyterian Church of Sackets Harbor is a communion, strengthened by diversity and dedicated to ministering to members, friends and local and world community.”

In 2019, The Church formed this committee in its role as stewards of the Bell and Clock Tower. Marietta Hay offered the first set of bells to whichever church would accept them on behalf of the residents of Sackets Harbor. That acceptance included the responsibility of building a proper structure to house the bells and then the maintenance of them. When a second set of bells was given, along with a tower big enough to house a library, the church again assumed the responsibility for the upkeep of the tower and bells for the sake of the community.
